<li>Take florets in a bowl. Add water and milk to it and boil them for 5 minutes.</li>
<li>Drain the water. Place the boiled florets in a bowl and keep aside.</li>
<li>Mix plain flour and corn flour in another bowl. Add water to it so that a thin batter if formed out of it.</li>
<li>Now add 1/4 tablespoon each of ginger and garlic, chili powder and salt to it and mix well.</li>
<li>Dip each floret in the batter prepared earlier and deep fry them in oil till they become light brown in color.</li>
<li>In the remaining oil which is left out after frying florets, add chopped red chilies, garlic and ginger. Fry them for 2 minutes.</li>
